Every English parish must have a parish meeting
Membership And Right To Preside
The meeting consists of the local government electors registered for the
parish. If the Parish Council Chairman is not an elector in the Parish
he may also attend. If present the Parsih Council Chairman must Chair
the
Parish Meeting. In his absnece the Vice Chairman must preside if he is
present otherwise the meeting the meeting must elect its own chairman from
those present.
Date And Time Of Meetings
The parish meeting must assemble annually between 1 March & 1 June. The
Moulton Parish Meeting is normally held in May each year. It may also be
convened by the Chairman of the Parish Council or two other Parish Councillors
or
by six electors.
Proceedings must not begin before six o'clock in the evening.
Notice of Meeting
Notices specifying the time and place and business meeting and signed by
the conveners must be placed in a conspicuous place in the |Parish at least
seven days before the meeting. The normal quorum is two electors.
Decisions
Decisions are taken by a majority of those present and voting. If the chairman
is an elector he has an original as well as a casting vote; if he is not
an elector he only has a casting vote.
Relationship between Parish Meeeting and the Parish Council
A parish meeting may discuss parish affairs and resolutions may be passed
which the Parish Council is obliged to consider but not necessarily accept.
The expenses of the Parish Meeting eg room hire are met by the Parsih Council.
It is normal at Parish Meetings for the Council to report on its activities
during the preceding year and plans for the future. The meeting is then opened
for general discussion.
