Annual Parish Report

You are invited to attend the ANNUAL PARISH MEETING for MOULTON on TUESDAY 25th MAY at 7.30pm in the Back Room of the Village Hall. All Electors are entitled to raise any matters regarding the parish so come along and give your views an airing. The Meeting will include:

  • The opportunity to develop a Youth Forum for Moulton (see below)
  • Presentation of the Moulton Individual Citizenship Award
  • Information on the Village Design Statement for Moulton
  • A brief report by the Police Community Support Officer, Kat Stock

The Council would like to set up a Youth Forum – to enable representatives of young people in the village to help decision-making for matters which affect them. We are looking for interested 12-18 year olds to come along to the meeting where all will be explained and we’ll have the help of Ron Davies from Connexions and a young person from another community who has been involved in the process. Please therefore bring along your teenagers or encourage them to attend.

 
 

From the Chair:
In another very busy year, the Council has, in addition to its usual business:

  • developed working relationships with the new principal authority, Cheshire West and Chester Council
  • worked to progress improvements to the administration and to the site at the Regent Street Garages / Parking area;
  • has worked with Cheshire Police to re-negotiate the service level agreement for the Police Community Support Officer (PCSO) post;
  • welcomed 3 new Councillors, James Gregory, Christine Bowie and more recently Tony Rigby
  • contributed to a number of consultations undertaken by other agencies, including the Review of Electoral Wards.

Our thanks go to the Village Design Statement Group who have worked tirelessly for nearly two years to put together the Moulton Village Design Statement which will serve the village well by ensuring that development meets the community’s need not just the developers. See fuller item inside.

Welcome Kat Stock as the PCSO for Moulton and Davenham (Kat’s role in the two communities is detailed in the enclosed insert). Kat is running Drop in Surgeries before each Parish Council meeting (2nd Monday in each month) from 6.45pm to 7.30pm in the Back Room of the Village Hall. Call in if you have any matters you’d like to raise with her. Well done to all those working for the community of Moulton – we are grateful.

I would personally like to thank the support given to me in my year as Chair by our Clerk, my fellow Parish Councillors and the community of Moulton.

Best Kept Garden Competition 2010

Once again trowels at the ready!

The Annual Best Kept Garden competition will soon be underway.  Members of the Parish Council will be nominating front gardens from mid-June to early July for a final judging at the end of July by an invited independent person.

Regent Street Garages

A number of administrative matters have been addressed in respect of the garage leases. The most important of these will mean that it will now be necessary to have planning permission before erecting a garage and the garage will have to comply with stricter requirements for materials of construction and size. A modified lease agreement will therefore operate from the beginning of next year and will include the new conditions.

These restrictions apply only to the installation of new garages. You may have noticed that two garages at the Whitlow Lane end of the site have been removed and the area cleared. Because both the garages were largely constructed of asbestos material there was a significant cost in their removal to an authorised waste facility.

The area is not the most attractive feature of the village, but is improving and tenants are being encouraged to keep their plots tidy. Disappointingly, there has been a number of fly tipping incidents in the area. The result of which usually means the Parish Council having to pick up the bill for the removal from the precept you pay. If you witness the unauthorised dumping of rubbish please inform the Clerk, Elaine Beech on 01606 888015 or e-mail clerk@moultonps.org.uk. Offenders are prosecuted! Recent extract from local paper:

A man from Winsford pleaded guilty to a charge of fly-tipping at Niddries Lane, Moulton and was ordered to pay prosecution costs totalling £888 and sentenced to undertake 120 hours community service.

 

 
Cleaner

MOULTON CLEAN TEAM
The Moulton Clean Team is anyone who wants to do something about the litter lying around Moulton’s fields, footpaths, lanes and hedges. Could this be you?

You can help by regularly picking up litter in your street and / or come along to a community litter pick for just a few minutes or stay longer. Gloves, pickers and bags provided.  Notices of where litter picks are taking place will be put on the notice board outside the Co-op.

MOULTON CHILDREN’S PLAYING FIELD TRUST

Moulton Parish Council administers the playing field as the Playing Field Trust. Thank you to all the young people who use the new playgrounds safely and responsibly. However there are two groups of people who continue NOT to use the playing field responsibly and safely.

These are those who walk their dog/s on the playing field but do not have them on a lead and/or do not clear up their pet’s waste! You are endangering your own and everyone else’s children – please PICK UP YOUR DOG'S WASTE AND BIN IT!! DO NOT PERMIT YOUR DOG TO FOUL THE PLAYING FIELD OR ANY OTHER AREA OF THE VILLAGE.

The second group of people are those who not only take alcohol on the playing field, particularly around the multi-games area but once consumed mindlessly smash the bottles, creating a potentially unsafe area for our young people to play. The Parish Council reports the damage to the Police and clears it up as soon as possible but we continue to need your help – if you know who is doing this then report them anonymously to Crimestoppers on 0800 555 111.

If you see an incident of this kind taking place or come across damage done then report it by phoning 0845 458 0000 and getting a crime / incident reference number.

Moulton Village Design Statement

Moulton Village Design Statement (VDS) Cheshire West and Chester Council adopted the Moulton Village Design Statement (VDS) as a Supplementary Planning Document (SPD) on the 17th December 2009. A colour proof copy has now been circulated to all committee members and small additions / corrections made. Because of the terms of reference no alterations to the text are permitted after Council approval.

The document will be printed and distributed during May. However, because of cost issues it is not possible for each household to receive a hard copy but it is available

If you are considering any development / additions to your property then you should first check out the requirements of the Moulton VDS The purpose of the document is to manage change in both landscape and buildings, whether large or small and to give a detailed guide to the character of the Parish. It sets out the specific nature of the landscape and features which makes the Parish distinctive, with guidelines on how to encourage new development that enhances and complements what already exists. It provides:

  • guidance to residents for planning extensions or buildings, to ensure they harmonise and fit in to the local character;
  • architects, developers, and designers, with information to use to identify what features the residents of Moulton want to see in any developments
  • additional guidance for planning officials in decisions affecting Moulton
